Appointment of members of the Enforcement Decision Making Committee (EDMC)
The Bank of England appointed Carlos Conceicao and Alexander Justham to its Enforcement Decision Making Committee, effective September 2026, to strengthen contested enforcement case judgments.
The Bank of England has appointed Carlos Conceicao and Alexander Justham as members of its Enforcement Decision Making Committee (EDMC), effective from September 2026. The EDMC handles contested enforcement cases across prudential regulation, financial market infrastructures, resolution, and other statutory regimes. The appointments follow an external recruitment process. Conceicao and Justham will serve five-year terms, with the possibility of reappointment for a second term.
Carlos Conceicao, a qualified solicitor and barrister, brings extensive regulatory and enforcement experience from his roles at Clifford Chance LLP and the Financial Services Authority. He also served as a criminal barrister and was appointed in January 2026 as a panel member of the Bar Tribunal and Adjudication Service. His legal background spans both private practice and public service.
Alexander Justham is a financial services professional with over 35 years of experience in private and public sectors. His career includes serving as CEO of the London Stock Exchange, Director of Markets at the Financial Services Authority, and COO of UBS Wealth Management UK & Jersey. He has also held board positions at the European Securities and Markets Authority and the FCA’s Practitioner Panel.
The EDMC is the Bank’s decision-making body for contested enforcement cases, convening panels to review evidence and representations when firms or individuals challenge disciplinary actions. Most enforcement cases are resolved through agreement, but contested cases are decided by an EDMC panel of three or more members.
