Digital euro app to incorporate highest accessibility standards

The European Central Bank (ECB) has detailed the accessibility features of the upcoming digital euro app, designed to provide basic payment services to all users. The app’s development prioritizes inclusion, incorporating standards exceeding the European Accessibility Act and EN 301 549. These features aim to ensure that individuals with varying needs, abilities, and levels of digital confidence can use the service without barriers. The ECB emphasizes that accessibility is central to the digital euro’s design, aligning with its role as a public good in the digital age.
ECB Executive Board member Piero Cipollone, chairing the High-Level Task Force on a digital euro, stated that the digital euro should be accessible to every European on equal terms, similar to cash. The proposal, shared with stakeholders, was developed in collaboration with consumer groups, accessibility experts, and national central banks. The app will undergo testing during the pilot phase, scheduled for 2027, with further validation through usability and accessibility tests involving the ONCE Foundation and multiple national central banks.
The digital euro app will serve as one of several access points for basic services, alongside channels provided by payment service providers. The European Commission’s legislative proposal ensures users can choose the most suitable channel for their needs. Consumer organizations, including those represented in the Euro Retail Payments Board, have highlighted the necessity of a universally accessible Eurosystem app to guarantee broad participation in the digital economy.
