The New Zealand School Property Agency (NZSPA) has formally begun operations, marking a shift in how school property is managed. Education Minister Erica Stanford and Infrastructure Minister Chris Bishop announced the move, stating NZSPA will focus on building, maintaining, and managing school property under a commercial board. The Ministry of Education will retain responsibility for education policy and growth decisions, ensuring a separation of roles to enhance efficiency and accountability in property delivery.

NZSPA’s establishment follows a 2024 Ministerial Inquiry that identified significant issues in the school property system, including poor value for money, inadequate service to schools, and lack of transparency. The Government has since invested approximately $2.7 billion across three Budgets to address these challenges, funding nearly 1,600 additional classrooms and learning spaces. In 2024 alone, 583 classrooms were delivered, a 31% increase from the previous year, alongside a $880 million boost to maintenance funding.

The Government has also funded three new specialist schools—the first in nearly 50 years—and 142 specialist classrooms. A review of 352 projects identified value-for-money concerns, prompting a long-term investment strategy to create a clearer, more deliverable pipeline for future school property projects. NZSPA’s commercial approach aims to bring discipline and efficiency to the sector.

Infrastructure Minister Chris Bishop highlighted NZSPA’s role in applying commercial discipline to school property, a major public infrastructure portfolio. The agency’s work has helped reduce classroom costs below $650,000 through standardised designs and offsite construction, saving over $330 million. These savings have been reinvested into additional classrooms and improvements nationwide, ensuring better value for taxpayer funding.
