Self-certification scheme unblocks pipeline for plumbers and drainlayers

The Building and Construction Minister, Simon Watts, announced that more than 60 plumbers and drainlayers have been approved to self-certify their work under the new scheme, which eliminates the need for council inspections on eligible projects. The initiative aims to streamline processes that have historically caused delays and increased costs for households and businesses. The Government estimates the scheme could save up to four days and $1,600 per build, with potential annual savings of $64 million across the housing sector.

The scheme covers plumbing and drainlaying work in residential builds, commercial projects, and some rural onsite wastewater systems, addressing a critical component of nearly every construction project. By reducing inspection bottlenecks, the Government expects to accelerate housing delivery and support economic growth, particularly as construction remains a key driver of New Zealand’s GDP. The latest quarterly data shows construction contributed a 2.7 per cent increase to overall economic growth, the largest rise since June 2023.

Master Plumbers collaborated with the Government to expand the scope of eligible work, ensuring the scheme benefits a broader range of projects from day one. This partnership helped shape the initiative to include more daily tasks performed by plumbers and drainlayers, extending its impact beyond residential builds to commercial developers and rural property owners.

Strict eligibility criteria are in place, with the Plumbers, Gasfitters and Drainlayers Board responsible for assessing applications, overseeing the scheme, and conducting audits to maintain standards. The Board retains powers to take action if participants fail to meet requirements, ensuring quality and consumer confidence while reducing unnecessary administrative burdens.
