NextEra Energy and Dominion Energy strengthen historic Virginia benefits package with additional customer and financial safeguards
NextEra Energy and Dominion Energy filed rebuttal testimony with Virginia regulators, accepting 114 of 117 proposed safeguards while adding enhanced protections for customers and financial oversight.
NextEra Energy and Dominion Energy submitted rebuttal testimony to the Virginia State Corporation Commission, accepting 101 of 117 conditions proposed by Commission Staff and the Consumer Counsel, and modifying 13 others to strengthen protections. The revisions reinforce Dominion Energy Virginia’s financial separation from affiliated entities, add independent oversight, and increase Virginia representation on its board while preserving access to NextEra Energy’s capital. The companies assert the merger meets Virginia’s legal standard for just and reasonable rates without impairing service.
The companies’ proposal includes four years of shareholder-funded bill credits for Dominion Energy Virginia customers and an additional $100 million for EnergyShare, providing near-term relief. NextEra Energy’s financial strength and operational experience would support Dominion Energy Virginia’s ability to meet growing energy demand efficiently. The proposal emphasizes preserving local leadership, separate regulation, and full accountability to the State Corporation Commission.
Leadership from both companies highlighted the proposal’s benefits, including immediate bill relief and long-term affordability without customer costs. They noted the combination would position Dominion Energy Virginia to invest in new generation, transmission, and grid infrastructure more effectively. NextEra Energy cited its track record at Florida Power & Light, where typical residential bills are 37% below the national average and reliability exceeds the national average by over 60%.
The proposed combination remains subject to regulatory approvals and customary closing conditions, with an expected closing in the second half of 2027.
