The Charity Commission, the UK’s charity regulator, has opened a statutory inquiry into Al-Khair Foundation, a charity registered in England and Wales, following a complaint alleging connections to Hamas. The complaint, received last month, also claimed the charity had funded the organisation. The regulator has since escalated its assessment to a formal inquiry to examine these serious concerns and gather further evidence.

The inquiry follows the arrest in the UK of Mohammad Yousef Hasna, an employee of an organisation partnered with Al-Khair Foundation to deliver aid in Gaza, who has been charged by US authorities with conspiring to provide material support to Hamas. The Commission will investigate Hasna’s alleged connection to the charity and assess the broader allegations made against it, including its financial dealings and compliance with legal duties.

Due to concerns over potential risks to charitable funds, the Commission has issued a legal order restricting certain financial transactions by Al-Khair Foundation without prior approval. The charity reported an income exceeding £74 million for the financial year ending 31 July 2025. The inquiry will focus on whether trustees have met their legal obligations regarding the administration, governance, and management of the charity.

As the regulator, the Charity Commission cannot investigate criminal matters but will refer any evidence of criminal activity to the police. Upon concluding the inquiry, the Commission will publish a report detailing its findings, any actions taken, and the outcomes. The inquiry may be extended if additional regulatory issues arise during the investigation.
