Liverpool City Region and Homes England sign first Place Delivery Agreement
Liverpool City Region has become the first area in England to sign a Place Delivery Agreement with Homes England and the National Housing Bank, establishing a new co-delivery partnership to accelerate housing, regeneration and economic growth.
The agreement launches a new partnership model between Liverpool City Region Combined Authority, Homes England and the National Housing Bank, replacing collaboration with co-delivery to focus national investment on local priorities. A dedicated Joint Delivery Unit will be created, bringing together staff from all three organisations to align resources and strengthen accountability to the mayor. The partnership aims to accelerate the delivery of new homes, major regeneration projects and long-term economic growth across the city region. This approach is intended to give local leaders and communities a greater role in determining housing and regeneration priorities that reflect local needs.
The PDA establishes three key pillars for collaboration: transformative growth through large-scale projects such as Liverpool North Docks Mayoral Development Corporation and Central Station Gateway; maintaining and enhancing the housing pipeline to increase social, affordable and council homes; and tackling barriers to delivery including skills, capacity and industrialised construction methods. The agreement also aims to mobilise private and institutional investment to support these ambitions. The Joint Delivery Unit will develop investable project pipelines and provide a clear route for delivery across these priorities.
Liverpool City Region’s mayor highlighted the agreement as an opportunity to increase the delivery of council and social homes, progress stalled schemes and ensure investment targets areas of greatest impact. The mayor emphasised that the PDA embodies devolution by empowering local leaders to drive change, with the partnership enabling a unified team approach to deliver housing and regeneration projects. The agreement is described as a step toward re-wiring the system to better align local priorities with national investment, expertise and powers.
The PDA builds on an existing Strategic Place Partnership and introduces a more formal framework for aligning Homes England’s investment and delivery activity with locally led priorities. It represents the next stage in how Homes England works with mayoral authorities, providing a structured approach to co-delivery across England. The agreement is intended to deepen the partnership between Homes England, the National Housing Bank and Liverpool City Region, enabling more effective collaboration to deliver new homes, unlock regeneration opportunities and support economic growth.
