Statement from the Secretary of State for Northern Ireland on Drumcree Parade
The Secretary of State for Northern Ireland has blocked the Drumcree parade for 2026 due to public safety risks, ending a prolonged dispute between the Portadown District Loyal Orange Lodge and Garvaghy Road residents.
The Secretary of State for Northern Ireland has reviewed the Parades Commission’s determination and issued an order under Section 11 of the Public Processions Act, preventing the Drumcree parade scheduled for 27 September 2026 from proceeding. This decision follows two weeks of intensive negotiations at Hillsborough Castle, which failed to secure a local resolution between the Portadown District Loyal Orange Lodge and residents of the Garvaghy Road. The Chief Constable of the PSNI advised that enabling the procession would require a major intervention, posing unacceptable risks of serious injury, disorder, and a wider contagion effect across Northern Ireland.
The Parades Commission confirmed that the original determination no longer holds legal weight due to the Chief Constable’s assessment, citing concerns over public safety and the potential for escalating tensions. The Secretary of State acknowledged the Portadown District Loyal Orange Lodge’s cooperation with authorities but emphasized that unlawful actions by others would face consequences. He expressed gratitude to those who engaged in peaceful negotiations and called for all protests, rallies, and demonstrations to be stood down immediately.
The Secretary of State acknowledged the anxiety and distress felt by residents in Portadown during the prolonged stand-off and regretted the inability to reach a compromise. He highlighted the need for community healing, noting that the area has faced intense scrutiny for weeks and requires time to rebuild relations. The decision aims to prevent further deterioration of community relations and avoid a return to past conflicts.
Looking ahead, the Secretary of State pledged continued efforts to bring the community together and repair the damage caused by the dispute. He urged all parties to allow Portadown residents space to recover and called for collective responsibility in de-escalating tensions. The government will work to address the underlying issues and restore stability in the area over the coming months.
