Administrative Circular No. 11 (Rev. 9) – Categories of members of the personnel
CERN has issued Administrative Circular No. 11 (Rev. 9) to clarify the status and social protections for associated members of personnel and trainees, effective 1 July 2026.
The Director-General of CERN has approved a revised version of Administrative Circular No. 11, titled 'Categories of members of the personnel,' which clarifies the legal relationships between associated members of the personnel (MPAs) and their home institutions. The update aims to resolve ambiguities regarding the obligations and rights of MPAs within the organization. The circular also reinforces the social protection framework applicable to this category of personnel. This revision replaces the previous version, Administrative Circular No. 11 (Rev. 8), dated October 2022.
A key change introduced in the revised circular is the extension of CERN’s insurance coverage for occupational accidents and illnesses to trainees. Previously, trainees were not covered under this policy, leaving gaps in their protection during activities related to their training at CERN. The new provision ensures that trainees are now included in the Organization’s occupational safety net, aligning their status more closely with that of other personnel categories.
The revised circular entered into force on 1 July 2026, marking a significant update to CERN’s administrative guidelines. Institutions hosting MPAs are advised to review the updated provisions to ensure compliance with the new requirements. The changes reflect CERN’s ongoing efforts to standardize and clarify the legal and social frameworks governing its diverse personnel categories.
