More time for Head Start decisions
The New Zealand Government will delay decisions on Head Start local government reform proposals until early 2027 to address gaps in regional support and representation.
The Government has extended the timeline for selecting Head Start proposals aimed at simplifying local government structures, citing the need for further analysis. Eighteen proposals were submitted in August 2024, but none received unanimous regional backing, prompting additional scrutiny. Officials will now refine proposals to ensure fair representation and streamlined governance before Cabinet reviews them. The delay avoids asking councils to invest more resources in proposals that may not progress.
Local Government Minister Simon Watts stated the proposals were of high quality but lacked full regional consensus, requiring deeper evaluation. Key areas needing development include effective regional function transfers and governance alignment with new planning systems. The Government will work with councils over the next few months to address these gaps before final decisions. Cabinet is expected to consider proposals in early 2027.
RMA Reform Minister Chris Bishop reaffirmed the Government’s commitment to local government reform aligned with new planning and environmental systems. Officials have been tasked with providing additional advice to refine proposals before Cabinet makes recommendations. The Government expects endorsed proposals to undergo detailed design in 2027, with changes implemented ahead of the 2028 local government elections.
A parallel process is underway for areas not progressing through Head Start, with decisions expected in early 2027. This backstop process will incorporate lessons from Head Start, consultation feedback, and further official advice. The Government aims to finalize both pathways to ensure comprehensive local government reform before the 2028 elections.
