Provider selected for in-person citizenship test
New Zealand has selected Aspeq Limited to design and deliver an in-person citizenship test as part of the citizenship by grant process, launching in late 2027.
Minister of Internal Affairs Brooke van Velden announced the selection of Aspeq Limited to develop the in-person citizenship test, marking a key step in implementing the new requirement. The test will assess applicants’ understanding of New Zealand’s shared responsibilities and privileges, including rights like freedom of speech and the rule of law. The Department of Internal Affairs will collaborate with Aspeq to ensure the test is secure, consistent, and accessible nationwide.
Aspeq Limited, chosen for its established testing capabilities, will design a managed service covering test booking, payment, and delivery across New Zealand. The provider’s experience in secure testing frameworks was a critical factor in the selection process. The Department of Internal Affairs will oversee the implementation to align with existing citizenship eligibility criteria.
Applicants must still meet all current eligibility requirements for citizenship by grant, including residency, character, English language proficiency, and intention to remain in New Zealand. The new test will not replace these requirements but will add an in-person assessment of civic knowledge. The citizenship test is scheduled to launch in late 2027, following the design phase led by Aspeq Limited in partnership with the Department of Internal Affairs.
