Simpler food safety, stronger focus on risk
New Zealand proposes simpler food safety rules to reduce paperwork and focus on real risks, with public consultation open until 15 November 2026.
Food Safety Minister Andrew Hoggard announced plans to update the Simply Safe & Suitable food control plan template, New Zealand’s primary food safety checklist. The revised template aims to cut unnecessary paperwork while maintaining food safety standards. Businesses will receive clearer guidance on managing risks, reducing duplication in compliance processes. The changes respond to feedback from food businesses seeking simpler, outcome-focused regulations.
The proposed updates include a sharper focus on high-risk areas rather than broad, generic requirements. Officials will provide plain-language instructions to help businesses understand and meet their obligations. The template remains a pre-approved checklist but will be streamlined to remove redundant steps. This approach aligns with the Government’s goal of reducing regulatory burden without compromising safety.
Registration processes are also under review, with plans to replace periodic renewals with ongoing registration for some businesses. The Ministry for Primary Industries (MPI) expects this change to take effect by mid-2026. The shift aims to simplify compliance while ensuring businesses remain accountable for food safety. Consultation on these proposals is open until 15 November 2026.
