The United Kingdom expressed deep concern over insecurity in Abyei, highlighting unacceptable violations of its demilitarised status. It condemned drone attacks near Amiet Market and Todach on 19 October that killed and injured civilians and displaced thousands. The UK also deplored persistent sexual and gender-based violence, including against children, and the lack of access to justice and accountability. It reiterated that all parties must uphold international law, protect civilians, and ensure humanitarian access.

The UK emphasised the critical role of UNISFA in maintaining stability in Abyei, welcoming progress such as deploying the first Formed Police Unit and appointing a civilian Deputy Head of Mission. It urged Sudan and South Sudan to grant UNISFA full access and support to fulfil its mandate. The UK called for the withdrawal of all unauthorised armed forces, including the Rapid Support Forces, from Abyei.

The UK noted the resumption of the Joint Political and Security Mechanism after more than three years as a positive step but stressed that dialogue must lead to tangible progress. It highlighted the need to address outstanding governance arrangements, resolve disagreements over Abyei’s inclusion in South Sudan’s December elections, and advance towards resolving Abyei’s final status. Both parties were urged to implement commitments and avoid actions that could destabilise the region.

The UK concluded by stating that Sudan and South Sudan have an opportunity to make progress in Abyei and called on them to seize it with full Council support. It underscored the importance of coordinated efforts to restore stability and protect civilians in the region.
