Four nations urge Iran to restore full cooperation with the IAEA after a year of non-compliance with nuclear safeguards, citing blocked inspections and unresolved access issues.
France, Germany, the United Kingdom and the United States commended the IAEA’s efforts to verify Iran’s compliance with its NPT safeguards obligations and UN Security Council resolutions. They underscored the Agency’s indispensable role in maintaining the integrity of the global nuclear non-proliferation framework. The statement highlighted the critical nature of the current Board session, noting Iran’s persistent failure to address non-compliance identified one year prior.
The four nations expressed deep concern over Iran’s refusal to provide information or grant access to declared nuclear facilities, including a fourth enrichment plant in Isfahan. They noted that the IAEA has received no updates on nuclear material or facilities since June and has been denied entry to any site for inspections. The lack of access has prevented verification of Iran’s High Enriched Uranium stockpile, raising proliferation concerns.
The statement reiterated Iran’s legal obligations under modified Code 3.1 of its NPT Safeguards Agreement and its failure to implement the Additional Protocol despite Security Council demands. It also referenced the reinstatement of six Security Council resolutions a year ago, which prohibit uranium enrichment and related activities, yet remain unverified due to Iran’s non-cooperation.
The four nations emphasized that safeguards obligations are non-negotiable and cannot be suspended, calling for the adoption of a draft resolution to fulfill procedural requirements under the IAEA Statute. They acknowledged safety concerns but noted the Agency’s readiness to resume inspections immediately, urging Iran to engage in good faith to restore transparency and confidence in its nuclear program.
