Canada’s Foreign Minister Anita Anand concluded a three-day visit to Benin and Côte d’Ivoire, opening a new embassy in Cotonou and announcing $85 million in development, trade and security funding across West Africa. The trip aimed to deepen bilateral cooperation and advance shared priorities under Canada’s Africa Strategy. In Benin, Anand highlighted regional security, sustainable development and mutual prosperity, announcing approximately $17 million in funding for seven projects, including digital support for women-led businesses and sustainable school meal programs.

The Minister also opened the new Canadian embassy in Cotonou, marking a major diplomatic milestone that enhances Canada’s engagement in West Africa. During a visit to the Port Autonome de Cotonou, she noted the impact of a $26-million loan through the Canada-African Development Bank Climate Fund, part of a $316-million modernization project integrating climate resilience measures. Benin and Canada also signed a memorandum of understanding to establish a bilateral consultation mechanism to expand collaboration.

In Côte d’Ivoire, discussions focused on expanding bilateral trade and long-term economic cooperation. Anand met with Vice President Tiémoko Meyliet Koné to discuss sustainable development, regional peace and economic growth. Canada announced approximately $68.4 million in financing, including a $65-million loan to NSIA Banque Côte d’Ivoire to support financial inclusion and a $900,000 initiative to develop inclusive bond-financing for informal-sector workers.

The visit concluded with the signing of a memorandum of understanding to establish a bilateral consultation mechanism and the announcement of negotiations to expand the Air Transport Agreement between Canada and Côte d’Ivoire. These measures aim to strengthen commercial ties and people-to-people connections, reflecting Canada’s strategic commitment to fostering economic resilience and mutually beneficial partnerships across Africa.
