L3Harris Signs Framework to Quadruple THAAD Propulsion Production
L3Harris signed a seven-year framework agreement to quadruple propulsion production for the THAAD missile defense system, strengthening U.S. missile defense capabilities under the Department of War’s Acquisition Transformation Strategy.

L3Harris Technologies announced a multi-year framework agreement with the Department of War and Lockheed Martin to expand propulsion production for the Terminal High Altitude Area Defense (THAAD) system. The contract, valued at nearly $400 million, will quadruple production of Solid Rocket Boost Motors and Liquid Divert and Attitude Control Systems, the company’s stated core components for THAAD. The agreement spans seven years and is expected to be finalized later in 2026, marking the largest THAAD propulsion award received by L3Harris to date.
The expansion follows the Department of War’s Munitions Acceleration Council’s identification of THAAD as a key program requiring increased capacity. L3Harris will invest billions to construct approximately 60 new facilities and add nearly 1 million square feet of manufacturing and office space across its production sites in Alabama, Virginia, and Arkansas. These upgrades aim to meet the Department of War’s demand for faster delivery of critical defense systems.
L3Harris produces THAAD’s propulsion systems at facilities in Huntsville, Alabama; Camden, Arkansas; and Los Angeles. The Solid Rocket Boost Motors are manufactured in Alabama and Arkansas, while the Liquid Divert and Attitude Control Systems are produced in Los Angeles. The company reports delivering these systems on or ahead of schedule, supporting THAAD’s combat-proven 100% intercept success rate in tests since production began.
THAAD is a vital component of the U.S. Ballistic Missile Defense System, designed to intercept threats both within and outside Earth’s atmosphere. The system provides defense against short, medium, and intermediate-range ballistic missiles. L3Harris emphasized that the new contract aligns with its ongoing investments to modernize manufacturing and strengthen supply chains, ensuring continued support for national and allied defense needs.
