Call for Proposals under UK Integrated Security Fund
The UK government invites non-profits to bid for up to £700,000 to support Ukraine’s justice system in reaching survivors of international crimes, with proposals due by 20 August 2026.
The British Embassy in Kyiv has opened a call for proposals from non-profit organisations to implement projects under the Integrated Security Fund (ISF) Ukraine, focusing on accountability for international crimes. The initiative, part of the ISF Ukraine International Crimes Accountability (ICA) programme, aims to strengthen Ukraine’s domestic efforts to document and prosecute over 240,000 conflict-related offences, including more than 211,000 war crimes. The project will run from 1 October 2026 to 31 March 2027, with funding capped at £700,000, including potential co-funding.
The selected project will support the Coordination Centre for Victims and Witnesses (CCVW) within Ukraine’s Office of the Prosecutor General to develop structured outreach and communication mechanisms for survivors and witnesses. This includes piloting a communication strategy aligned with Ukraine’s Rule of Law Roadmap, fostering coordination between regional prosecutors, local authorities, NGOs, and other justice actors. Proposals may target all 12 oblasts or focus on a smaller number to test scalable models, with a strong emphasis on local partnerships and survivor-centred approaches.
Key objectives include increasing trust in the justice system by providing clear information on rights and support mechanisms, reducing stigmatisation through public communication campaigns, and improving regional coordination among prosecutors, courts, and partner organisations. The project must demonstrate how it will establish shared communication frameworks, basic interaction protocols, and information-sharing practices to enhance survivor access to legal, psychosocial, and social services.
Eligible applicants include international organisations, international NGOs, local civil society groups, and consortiums, with competitive selection based on evidence of project outputs and complementarity with existing donor activities. Proposals must outline plans for project exit, capacity transfer, and potential scalability. The deadline for submissions is 23:59 (Kyiv time) on 20 August 2026, with evaluation expected by mid-September and project commencement in October 2026.
