The British Embassy in Kyiv has opened a call for proposals from non-profit organisations to implement projects under the Integrated Security Fund (ISF) Ukraine, specifically within the International Crimes Accountability (ICA) programme. The initiative aims to support Ukraine’s domestic accountability efforts by strengthening communication and coordination mechanisms for survivors of international crimes. Proposals must address the needs of over 240,000 documented conflict-related offences, including more than 211,000 war crimes, with many victims and witnesses dispersed across Ukraine and beyond.

The project will focus on developing a communication strategy for survivors and witnesses, aligned with Ukraine’s Rule of Law Roadmap. It will pilot coordination models between the Coordination Centre for Victims and Witnesses, regional prosecutors, local authorities, NGOs, and other justice actors. The initiative may target all 12 Ukrainian oblasts or a smaller pilot region to test scalable cooperation formats, with a strong emphasis on community outreach and partnerships with local survivor-centred civil society organisations.

Successful bids must demonstrate how they will improve survivor access to legal, psychosocial, and social services through joined-up local responses. The project aims to increase trust in the justice system by providing clear information on rights, participation in proceedings, and support mechanisms. It will also seek to reduce stigmatisation through public communication campaigns and enhance media literacy on survivor-centred approaches.

The indicative maximum funding for this project is £700,000, with proposals due by 23:59 (Kyiv time) on 20 August 2026. The British Embassy Kyiv will evaluate submissions competitively, with selected projects expected to commence in October 2026. Organisations must plan for project exit and capacity transfer, and proposals should outline potential for scaling if additional funding becomes available.
