TRA opens new safeguard investigation into PET
The UK’s Trade Remedies Authority has opened its first new safeguard investigation since 2021, examining whether surging PET plastic imports are harming domestic producers.
The Trade Remedies Authority (TRA) announced on 5 August 2026 the launch of a safeguard investigation into polyethylene terephthalate (PET) imports, following an application from Alpek Polyester UK, a polyester manufacturer based in Redcar. The TRA will evaluate whether increased PET imports are causing serious injury to the UK’s domestic production sector. PET is widely used in beverage bottles, food packaging, and textiles, with total imports valued at over £300 million in 2025. The investigation marks the first new safeguard case since the TRA’s establishment post-EU exit in 2021.
A safeguard measure, if imposed, would be an emergency and temporary response to protect domestic industry from import surges. The measure could apply globally, with exceptions for certain developing countries, and may involve additional duties on imports. The TRA has invited affected parties to register interest by 19 August 2026 to ensure all relevant UK industry data is considered during the assessment.
Businesses across the PET supply chain, including upstream and downstream sectors, are encouraged to participate by completing a business survey provided by the TRA. The survey aims to gather comprehensive data on the impact of PET imports on the UK market. All developments in the case will be published on the TRA’s public file for transparency.
The investigation follows standard safeguard procedures under UK trade law, designed to address sudden import surges that threaten domestic producers. The TRA’s decision will be based on evidence submitted by industry stakeholders and will determine whether temporary protective measures are warranted.
