‘No one speaks on behalf of Lebanon’: PM Salam asserts State authority at UN

Lebanon’s Prime Minister Nawaf Salam told the UN General Assembly that decisions on war, peace, and weapons must rest solely with the Lebanese State and its constitutional institutions. He emphasized that Lebanon did not choose the war but was drawn into it despite repeated warnings about the risks. Salam stated that no external party can speak or negotiate on behalf of Lebanon, asserting that its future and security must not be bargained away. He underscored that Lebanon’s position has consistently called for ending hostilities, a ceasefire, Israeli withdrawal, prisoner release, and reconstruction.

Salam said Lebanon has entered negotiations with Israel under U.S. auspices to end the war and restore sovereignty, with success measured by implementation rather than declarations. He highlighted the need to convert a tripartite framework into practical steps, including a clear timetable and verification mechanisms. Salam praised UNIFIL’s role in maintaining stability and supporting the Lebanese army under Security Council resolution 1701, while noting resolution 2790’s mandate for UNIFIL’s withdrawal by year-end.

The Prime Minister warned of a potential vacuum if UNIFIL withdraws without agreement on a new international force to continue monitoring and liaison work. He described a humanitarian crisis with widespread destruction of housing, infrastructure, and livelihoods, leaving many displaced. Salam thanked UN agencies and partners for humanitarian support and called for sustained funding to meet basic needs and support recovery and reconstruction.

Salam affirmed Lebanon’s commitment to reform and extending state authority across its territory but stressed the international community’s responsibility to uphold Lebanon’s sovereignty and implement resolutions of international legitimacy. He called for shared responsibility in addressing Lebanon’s challenges and ensuring its stability.
