Communities Are Right to Ask About the Water Use of AI Infrastructure

Water scarcity concerns are shaping public opinion as AI data centers expand, with nearly half of Americans expressing significant worry about their environmental impact, according to recent Gallup research. Bloom Energy’s 2026 Data Center Power Report identifies water consumption as a critical factor in gaining community support for new data center projects. The company emphasizes that its fuel cell systems are designed to minimize water dependency, operating without additional water input after an initial startup fill. This approach contrasts with conventional power generation methods that rely on combustion and extensive cooling systems, which often require substantial water resources.
Bloom’s fuel cells generate electricity through an electrochemical process rather than combustion, producing fewer emissions, less noise, and minimal heat. The technology recycles water produced during the reaction, eliminating the need for ongoing water consumption. This design ensures that Bloom’s systems place significantly less demand on local water supplies compared to traditional power sources. The company argues that such innovations are essential for building public trust in AI infrastructure projects.
A recent example is Project Jupiter in New Mexico, a collaboration between Bloom, Oracle, and STACK Infrastructure. The project will deploy up to 2.45 GW of Bloom fuel cell capacity to power a data center. Neither the fuel cells nor the facility’s cooling systems will require potable water for normal operations, with average annual water use expected to match that of nine U.S. households over 15 years. Community drinking water will only support employee needs, not facility operations.
Bloom Energy asserts that communities should not have to choose between supporting AI growth and protecting water resources. By prioritizing technologies that reduce environmental impact, the company aims to demonstrate that high-performance infrastructure can coexist with responsible stewardship.
