The Nancy Pelosi Institute for Representative Democracy (NPI), a nonpartisan academic institute within UC Berkeley’s political science department, was announced on Monday. Developed in partnership with Nancy Pelosi, the first female U.S. House Speaker, the institute will serve as a hub for research, teaching, and civic engagement aimed at addressing challenges to American democracy. Faculty-led initiatives, undergraduate courses, and a visiting fellows program will explore issues such as political polarization and the impact of artificial intelligence on governance. Chancellor Rich Lyons emphasized the institute’s alignment with Berkeley’s mission to foster civil discourse and prepare students to lead with integrity.

Pelosi, the first Californian to serve as House Speaker, will co-teach a course on Congress as part of the institute’s launch. The NPI will support hundreds of students annually and officially begin operations in January within the Charles and Louise Travers Department of Political Science. Pelosi highlighted the institute’s role in equipping future leaders with tools to strengthen democratic institutions and address societal challenges. The institute’s work will focus on four pillars: strengthening democratic institutions, addressing societal and economic challenges, promoting human and civil rights, and ensuring representative political leadership.

The institute is based at UC Berkeley, a public university where one-quarter of undergraduates are first-generation college students and 27% receive Pell Grants. Berkeley has a history of producing elected officials and government leaders, positioning the NPI to provide leadership opportunities historically associated with Ivy League institutions. Scott Straus, chair of the Travers Department of Political Science, noted that the institute will bridge academic research and real-world governance, enabling students and faculty to engage directly with leadership and policy-making processes.

The NPI has received over $35 million in philanthropic commitments, primarily for a permanent endowment, with a $50 million fundraising goal to establish it as a national leader in research and fellowships. Plans include establishing centers such as the Center for the U.S. House of Representatives, a Global Dignity Lab, and an AI & Democratic Innovation Initiative. Raka Ray, dean of Berkeley’s Division of Social Sciences, described the institute as an opportunity to create an academic center with national and global impact at a university known for fostering civic leadership.
