The project replaces the existing Stone Row Bridge and its manually operated flood gates, which have caused disruption by cutting off vehicle access to Zetland Row and Grove Hill during high water levels. The new bridge, to be built between New Company Row and Zetland Row, will sit above flood walls, eliminating the need for gates and ensuring 24-hour access for residents regardless of water levels in Skinningrove Beck.

Planning permission was granted by Redcar and Cleveland Borough Council in February 2026, marking a significant step in addressing long-standing flooding issues in the village. The new bridge’s elevated design will also reduce the risk of debris blockages during heavy rainfall, a common cause of worsened flooding. Construction will run from September 2026 to late 2027, with demolition of the old bridge and flood walls following in late 2027 and early 2028. A temporary access road will be provided for Grove Hill residents during the build.

The Environment Agency acknowledges temporary closures of the recreation ground play park during construction, which will be restored with improved equipment upon completion. The project includes five artwork designs for the bridge railings, created by local artist Mick Kirkby-Geddes, reflecting themes such as bonfires, mining, fisheries, and wildflowers. Residents can vote online to select the final design, with voting open on the Environment Agency’s Engagement HQ page.

BAM is carrying out the construction, adhering to strict environmental and noise limits, with work scheduled Monday to Saturday between 0800 and 1800. Large deliveries will avoid school hours, and no works will occur on Sundays or public holidays.
