IAEA chief underscores commitment to nuclear safety and verification

Rafael Mariano Grossi, Director General of the IAEA, opened the agency’s 70th General Conference in Vienna by highlighting a shared commitment to nuclear safety and verification despite global challenges. He praised the agency’s inspectors and experts, including those supporting cancer treatment in Africa and nuclear safety efforts in Ukraine, emphasizing the importance of multilateral action in addressing nuclear concerns. Grossi also noted the successful negotiation of a seventh local truce around Ukraine’s Zaporizhzhia nuclear power plant to enable critical repairs after repeated power disruptions.

Grossi acknowledged ongoing challenges, particularly regarding Iran’s nuclear programme, stressing the need for continued safeguard measures and assurances of its peaceful nature. He expressed cautious optimism that diplomatic efforts would yield results, while underscoring the necessity of international cooperation to restore trust and predictability in nuclear governance.

The Director General highlighted the IAEA’s expanding role in supporting developing countries’ access to nuclear technology for economic development, including training and capacity building. He cited revised estimates projecting a significant increase in global nuclear power capacity by 2060, driven by rising electricity demand and energy security concerns, as well as potential applications in powering AI data centres and maritime shipping.

UN Secretary-General António Guterres, represented by Monica Juma, warned of increasing threats to nuclear facilities and accelerating proliferation risks amid global instability. He emphasized the need for the IAEA’s impartiality and technical expertise, calling on member states to support its work on Iran’s nuclear programme, Ukraine’s Zaporizhzhia plant, and sustainable funding for developing countries.
