At SCO summit In Kyrgyzstan, Guterres calls for more representative global governance

At the SCO summit in Kyrgyzstan, UN Secretary-General António Guterres called for reshaping global governance to reflect today’s multipolar realities, arguing that more representative institutions would strengthen fairness and multilateralism. He highlighted the need to reform the UN and Bretton Woods system to increase the voice of developing countries, while praising the SCO as a key multilateral partner. Guterres stressed that multipolarity should serve as a foundation for justice in international relations and effective multilateral cooperation.
The Secretary-General raised concerns over Middle East instability, appealing for restraint and adherence to ceasefires and international law, including around critical shipping routes. He emphasized the urgency of a peaceful resolution in Gaza, demanding full implementation of the ceasefire plan and unimpeded humanitarian access. Guterres reiterated the necessity of a two-State solution for lasting peace between Israel and Palestine, with Jerusalem as a shared capital.
On Ukraine, Guterres called for an immediate ceasefire to enable negotiations toward a just and lasting peace in accordance with international law. He also urged reforms to the global financial system to address unsustainable debt burdens on developing countries, advocating for justice and equity in financial governance. Multilateral development banks were encouraged to expand their support for countries’ development needs.
Addressing climate change, Guterres warned the world is exceeding the 1.5°C limit and demanded rapid emissions reductions and a faster transition to renewable energy. He emphasized climate justice, calling for greater financial support to developing countries and responsible management of critical minerals. The Secretary-General also stressed the need for inclusive AI governance to ensure technology benefits all nations, not just a few.
