Gangs in Haiti are accused by the UN of deliberately inflicting extreme violence on civilians, often targeting those in rival-controlled areas. The UN’s designated human rights expert, William O’Neill, described the attacks as “wanton, intentional infliction of incredible pain” during a briefing ahead of a new report. The violence has escalated in Port-au-Prince, where at least 542 people were killed and 355 injured between February and June 2024 in two neighborhoods alone.
The report, published by the UN’s political office in Haiti (BINUH), highlights that 26 gangs now control up to 90% of Port-au-Prince and surrounding areas. Sexual violence has surged, with at least 176 women and girls, aged 10 to 71, subjected to rape or gang rape, often as retaliation against communities in rival gang territories. The UN notes these acts are part of a broader strategy to instill fear and assert dominance.
More than 18,000 people have been displaced by the violence, fleeing their homes to escape the escalating conflict. The report documents individual cases of abuse, including killings, kidnappings, and sexual violence, attributed to gang members. These incidents reflect a pattern of systematic brutality, with civilians bearing the brunt of the unrest. The UN’s findings underscore the humanitarian crisis unfolding in Haiti’s capital.
