UN agencies seek $97.5 million for winter aid in Gaza and the West Bank, while Haiti receives emergency food production support and IOM reports rising migrant deaths at sea amid funding concerns for human rights systems.
The UN Children’s Fund (UNICEF) launched an appeal for $97.5 million to assist 540,000 children and families in Gaza and the West Bank facing harsh winter conditions. Nearly 84 per cent of Gaza’s population—over 1.76 million people—live in overcrowded displacement sites or damaged shelters, making them vulnerable to freezing temperatures and flooding. Last winter, at least 11 children in Gaza died from hypothermia. The funding will provide warm clothing, thermal blankets, cash assistance, shelter reinforcements, and tents, with supplies pre-positioned before winter arrives.
The UN’s aid agency OCHA allocated $2 million to power health facilities in Gaza for four months, announced by UN Humanitarian Coordinator for the Occupied Palestinian Territory Ramiz Alakbarov. Meanwhile, the UN’s Food and Agriculture Organization (FAO) is supporting 13,000 vulnerable households—about 65,000 people—across 10 municipalities in Haiti’s Artibonite, Centre, and Ouest regions. The FAO programme, funded with more than $16 million, will deliver over 205 tonnes of seeds and 160,000 small livestock to 326,000 people, aiming to restore local food production amid severe hunger crises driven by violence and climate shocks.
The International Organization for Migration (IOM) reported a 39 per cent decline in sea arrivals to Europe in 2026 compared to last year, with nearly 60,000 migrants reaching Europe so far. However, deaths and disappearances along Mediterranean routes rose to at least 2,292, up from 1,999 in the same period last year. Arrivals in Italy via the Central Mediterranean route fell by 55 per cent, while deaths increased from 844 to 996. IOM warned the true death toll is likely higher and called for expanded safe migration pathways.
UN High Commissioner for Human Rights Volker Türk warned the Human Rights Council that funding cuts threaten the collapse of the UN’s human rights treaty body system. Türk cited staff reductions due to budget constraints, delays in processing requests for assistance, and declining participation by Member States in reporting alleged violations. He emphasized that the protection of human rights, a core UN principle, is at risk of crumbling without adequate funding.
